A2179 does not boot after installing a water-damaged IO board

hello i have 820-01958
get 20v 0.35ma
screen dont turn on
the fan is spinning on maximum speed
ppvcc_s0 1.8v
PPVCCIN_AUX_PCH 1.8v
PPVCCIN_AUX_PCH 1.8v
CPUVR_PGOOD 1.8v
PLT_RST_L 0v

The board was booting fine without an I/O board, but when i tried a water-damaged I/O board, the board stopped to boot.
Maybe the T2 chip is dead?
