A820-00244 no voltage or amp draw from charger

Hi ive got an A820-00244 no voltage or amp draw from charger i have tried different charging ports with no change . Diode reading on both sides of F3050 is 590 so i dont think theres a short , i thought i should at least get 5v there ? , im a bit lost where to start with this one

5V detection is done through CC1/2 lines.
Check diode mode there.
Also check at LDOs of CD3215 chip.

both cc1/2 lines are dead short to ground and ldo lines are both 530 in diode mode , would i be right in thinking the cd3215 chip is shorted ?

Usually CD3215 problem.
Low chance to be U9600/02.
