That points to CPU graphics problem.
Seems that was affected by voltage spikes, when removing video cable (with power connected).

I've tried booting the iCloud locked board on the external monitor, using the same type-c/hdmi adapter i used on the faulty board, and its showing correctly the screen, so, unfortunately you're right, its about graphic part of cpu, so i guess this is a no-fix case
