If the Link LED of USB HDD flashes, there should be USB activity.
I hope you check that correctly.

You may have accumulated crap underneath PCH.
Heat to burn it...

Further inspection revealed that R5177/8 were missing on the board. Reconstructed that area.

Did a PRAM reset - but nothing.
PRAM Reset makes the fan stop.
On/OFF key toggle makes the Fan on/off.

Do you still get PLT_RESET_L high?
Tried to burn eventually accumulated crap underneath PCH?
