3v3_SUS is 0V

I suppose PM_SLP_SUS_L is low.
Check PM_BATLOW_L, PCH_DSWVRMEN, SMC_ADAPTER_EN, PM_DSW_PWRGD and the 4 RTC signals.

PM_BATLOW_L is 0V
PCH_DSWVRMEN is 3.2V
SMC_ADAPTER_EN is 3.3V
PM_DSW_PWRGD is 3.4V
RTC_RESET_L is 3.3V
PPVRTC_G3H is 3.3V
PCH_SRTCRST_L is 3.3V

PM_BATLOW_L diode mode to ground is .590

Are you using original 60/85W Magsafe 2 charger?

You should know PM_BATLOW_L behavior in this case...

With 60W. PM)BATLOW_L is fluctuating between 0V to 0.5V. (MAGSAFE STUCK AT GREEN)

Test with 85W charger too.
Also with battery connected.

You can try changing SMC.
But problem may come from PCH; it has inside the pull-up resistor for PM_BATLOW_L.

SMC changed resolved the issue. The machine is extremely slow on El Capitan.

Fan spins normal speed?
Start in diagnostic mode and see if any error pops up.
