Macbook A1466 820-00165 Amp Draw Issue

Machine draws 700 mAh and fan spin is normal - all voltages stable but wont boot.
All U1950 voltages are present .
As soon as i probe R1950 amp draw drops to 20 amps and all U1950 voltages become 0V.

Replaced U1950 still the same.

PLT_RESET_L goes high?
Did you try known good BIOS?

Yes i have tried a known good bios.

Try to reflow PCH area, using quality flux.
There may be some crap accumulated underneath.
