In this condition, if I press the power key for 4-5 times continuous ,the MacBook starts up and then works fine. Macbook was working earlier but after resetting it came in this condition.tried resetting several times.

First of all, welcome to the forum!

What kind of reset do you mean, SMC reset, PRAM?

You should discard a software issue first.
Save data and install new macOS.

Is there is any different process to read & write bios data for this macbook or
I have same model donor board, can I directly transfer the bios chip to faulty macbook

You can transfer the chip for test.
But it has dirty ME region for the other board.
And this may cause strange issues; not a good option for this case.

Being BGA chip, I recommend you to write clean ME BIOS directly; avoid repeatedly solder/unsolder process.
You will need correct adapter for that chip.
