won't turn on
20V/0A all 4 ports have the same behavior on all sides
PPBUS_G3H=12.65V
NO SHORT CIRCUIT! COIL READINGS ARE NORMAL

These are more than basic; many unnecessary.

Do you get 3V3_SUS?
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

PP3V3_SUS=0V
if you short SMC_ONOFF_L to ground, the voltage drops on PM_PWRBTN_L from 3.3V to 0.334V

Check for pulse at PM_SLP_S4_L, at same time.

Also check PM_DSW_PWRGD, PM_BATLOW_L and the 3 PCH's RTC (DC) signals (page 12).

PM_SLP_S4_L=0v no pulse
PM_DSW_PWRGD=3.4V
PM_BATLOW_L=3.3V
3 PCH's RTC (DC) signals (page 12).I hope you meant these lines
PCH_INTRUDER_L=2.83v
PCH_SRTCRST_L=3.08v
RTC_RESET_L=3.08v

I forgot to mention that there were traces of liquid (oil) in the area of the u7650 chip

I have a consumption of 20 V and 0.000A! Does PCH (U1100) affect this? Or do I need to figure out the power supply circuit first?

It was a long and difficult repair, but you were not mistaken. After replacing the PCH the MacBook works great. thanks for the help)
