Hello. When you press the caps lock, the green LED does not work. At the same time, caps lock in the system works and switches letters from small to large. what do you advise?

Caps Lock LED control is embedded into keyboard circuitry.
You have problems with keyboard matrix, or its electronics.

Could it be that the LED has failed?
Or maybe I’m measuring something wrong, but on one side of the LED there is 3.3V. on the other 1.8v

1.5V drop seems too low for me.
It should be enough for a red LED, not for white one.

Check voltages in both cases; Caps Lock enabled/disabled.
