Macbook A2242 Amp Meter Rebooting

Hello,
I have a 14 inch Macbook Pro A2242. When put to charge via USB C i can see a very dim apple logo and it stays on for sometime and goes away and comes back on. I hear the chime too sometimes.

When checking with an Amp Meter it goes upto 20V and then the amp meter restarts after some seconds.

This is happening in the all 3 ports. (With Battery Disconnected).

PPBUS_AON is at 12.3V and cycling too because of the amp meter i guess.

Please help ho to proceed.

[Update] With the battery connected the Amp Meter does not reboot and draws a steady 2.5Amps.
Mouse Click is there. No Caps Key Light. No Chime. No Boot

Now the dim apple logo comes for about 2 seconds when i press the power button and goes away.
Nothing on the external display.

Try again DFU restore with empty SoC ROM.
Don't forget to make a backup first.

Being M1 platform, is marked as SPI NOR (U2010); sorry for confusion.
Read it and make backup, then erase it and try DFU.
