Very uggly board; possibly waste of time.

You can try to clean with a fiber glass pen first.
Then need to check all traces and affected components.
You can also expect accumulated crap underneath BGA chips.

We decided to change CD3217B12 chips as 2 of them was looping. We soldered 2 new chips and now all ports showing 5v 0.03amps. How I can check if these chips are working? or how to proceed further to investigate the cause/ other areas with damages? Thank you.
