Communication bus between T2 and CD3217 chips seems to be good.

If CD3217 chips are really good, you may have a broken trace somewhere, or even internal damage on T2.
Can also be a simple bad resistor, not easy to find.

If reflashing U2890, nor DFU help, I don't see what else to do.
 
I Have a donor board coming exactly the same model , I will reflash U2890 and see how it goes , otherwise I will have to suggest the client to get a new motherboard, but the data is important , will have to back up some important files via emails so that at least .
I will keep you in the loop.

R3021 is 0 ohm resistor; so normal reading there.

About UPC_XA_UART_TX, allow 10-15s after power is removed, before checking on diode mode.
There can't be short, if you get 3.3V.
 
I unplugged it since the time that I posted the voltages and I woke up this morning after pretty much 10 hours I checked its diode mode reading again and R3205 still diode mode 0.00 and still getting 3.3V Should I remove that resistor and check its diode reading while being removed or should U3200 BE remove and check Diode mode reading?
