MacBook Pro A1706 820-00239 not powering on

Hi everyone,
I've got MacBook Pro after other repair centre tried replace flickering screen since than laptop is not powering on, caps lock is not blinking touch bar not lighting up.
There is activity on all ports voltage jump to 20V and 2.3 A is taking by board when battery is connected
I noticed that CPU getting hot
voltage on
L7410 0,6V
L7210 0.9V
L7220 0.9V
L7270 1.05V
L8000 1V
L8050 1V
PP3v3sus 3.4V
It looks like should power on but it does not I tried with new screen issue persist.

Why the people seacrh only for video to see if a board boots???
What happens if there is a video problem?
Did you check for USB activity?

One board can boot and has video problem, as unique issue.
Booting board can also have only USB fault (with good video).
But, how many boards do you think will boot and have video and USB problems at same time???
In such case is almost sure the board doesn't really boot.

I've checked there is activity on USB mouse lighting up and stays on

That is not sufficient.
At least see if mouse get light if reconnect/deisconnect when board is turned on.
The best test is with an USB OSX pendrive with Link LED; if flashes, there is activity 100%.

have checked with hdd when powering on light blinks and than constant light no blinking, I've tried boot it up with "alt" as it will go to boot menu

Then don't waste the time searching for video; the board doesn't even boot.

God knows what they did in other service.
Inspect for knocked off components, or broken traces.

Disconnect any flex from MLB and check USB activity only.
