the Amp meter shows 20v- 0.06A
Resistance To Ground for the big coils:
L7030 = 292
L8410 = 1074
L7660 = 341
L7600 =409
L3500 = 150

PPDCIN_G3H_CHGR = 20 V
PPVBAT_G3H_REG = 13 V
PPBUS_G3H = 13 V
PP5V_S4 = 0 Volt
PP3V3_S5 = 3.3 Volt
P3V3G3h = 4.9 V !!!!
3V0_G3H = 3 V

4.9V for sure at R6915?
In such case, check R6910-13 ohm values.
You can play with this resistor divider, to adjust output voltage.

Is SMC_ONOFF_L steady high?
If not, disconnect TouchID and check again.
If yes, trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L at same time.
Be sure PM_RSMRST_L remains high all the time.

smc_onoff_l is high 3.3 volt
PM_RSMRST_L high all the time

You should, as we talk such many times about that on the forum.
Read more threads, you can find lot of information.

I mean to press power button.
However, to work with board alone on the desk, use a pad or test point for SMC_ONOFF_L to solder an wire and temporary touch ground with it.
R5225/6 pads are good enough...

update
after trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L at same time.(from 3.3volt to 0.3 volt)
PM_RSMRST_L remains high all the time. (3.3 volt)
nothing change on the usb meter ( 20.1 volt - 0.06 A)

Sure no pulse at PM_SLP_S4_L
RTC_RESET_L = 3 v
PCH_SRTCRST_L = 2.9 V
PCH_INTRUDER_L = 1.5 V
PPDCPRTC_PCH = 1.1 V
PM_DSW_PWRGD = 3.3 v
PPV0PCH_REG_R = 0.9 V
PP1V_PCH_REG_R=1.5 V
voltage on big coil L7030 Cant detected changed from 25 to 31 TBA phase 2

There is a problem.
You can force the signal, lowering its resistor; 100K, instead of 1M.
