Macbook Pro A1989- stuck at 5V, not charging battery. but turning on with battery

I had MacBook Pro 850-00850-A with some liquid damage around one of the USB-C Controller. I replaced UB300, UB400 and U3100. it had abormal behavoir at UB300 and UB3100. It was rebooting on these two ports at 4.9V. but after replacement, i am getting same behavior on all port 5V stable and drawing 110mAmp.

I tried connecting two different batteries but didn't she any difference. it works well with battery if it charged but don't charge the battery or don't jump to 20V.

I did some measurement as below
Please guide me what things i am missing? should i try changing U7000

None of measurements did on Intel side are relevant; your MLB works with charged battery.
Your problem is located in USBC ports.

You should try reflashing TBT ROMs; make backup first.

S-UEM2 tool can help you to check diode mode on USBC connectors.
