No nowhere ! 100mv voltage
Diode mode 00.33 somwhere 600.00 somewhere 00.80
U6990 :
pin 2 104mv
pin 3 1v
pin 4 250mv
pin 5 700mv
pin 6 17.45v

and for diode mode where exactly to touch ? soory im new in this ,thats why this dumb questions .

You must check diode mode at L6995; usually aprox 0.300, red probe at ground.
If big difference, lift one pin and see where the lower value remains.

So you change and power up the board directly?
No previous measures in diode mode???

Post diode mode at L7030 and check Q7030 for short.

L6695 = right pin 0.333 , left pin 0.000
L7030 = both sides 0.450
Q7030 is shorted i think. i removed it .
where to check now ? or to inject voltage to find the short ?

"L6695 = right pin 0.333 , left pin 0.000"
No way to know how you look at the board; you may look in schematic, or boardview in different way.
That coil has pins 1 and 2 marked on the schematic; please post accurate infoormation.
I suppose you got different ohm values because coil is lifted...

"Q7030 is shorted i think. i removed it ."
Why don't measure it, once removed?

On L6695 pin2 = 0.000 pin1 = 0.325 those values are with lifted coil . should i put U7000 and then check for short i can i do it without ?

You have short on 3V42_G3H rail.
ISL6259 and SMC are suspect, but more chips are connected there.
You can try to inject voltage (carefully)...

I have this broken srew hole broken ? Can this make the short ?

I removed the SMC , U2600 , U5750 , U4650 , all of them got hot , now on diode mode on L6995 pin2 = 0.433 , pin1 = 0.333 ? now what to do ? reball smc ?
?

If that screw holes is busted, you're going to have other issues once you fix the power issue just forewarning you...
