(SOLVED)820-00923 No Power, PP3V3_G3H Pulsing?

Hello, I have a 820-00923 No power. I looked the board over and found corrosion near U3100. I had no PP3v3_G3H but I removed corroded capacitor and got 3.3V on PP3V3_G3H. The problem is I plug in the charger to every single port and it takes 5v, 30-50 milliamps, and turns off. And the cycle repeats. For the 3 seconds its on, PP3V3_G3H is 3.3V. Right before it turns off, PPDCIN turns to 19.89V before turning off again. I replaced Q3100 as it had a bit of corrosion on it. Pin 4 of Q3100 goes to a test point that was corroded and is completely gone. However, this test point is not on the boardview. I have also replaced U2890 from a donor, and still no luck. Any ideas?

If DCIN pulses to 20V, problem shouldn't be on USB-C areas.
There should be a problem on secondary power supplies.
Check for short on all big coils.
Also try starting in SMC bypass mode.

I did not notice anything strange around coils. When I performed SMC Bypass, charger stays on, but does not boot. It gets stuck at 5v 50 milliamps. I looked again where the corrosion was. Turns out I am blind as a bat and the test points that were corroded are labeled on boardview. The test points are for:
PP1V1_UPC_XA_LDO_BMC: Still there but in rough shape
PP3V3_UPC_XA_LDO: Gone
PP1V8_UPC_XA_LDOD: Gone

Corrosion was on Q3100, C3100, C3104, C3106, C3108 and the testpoints.

I discovered my issue. Ball 53 on U3100 trace was broken to pin 1 of C3108. had to remove underfill to see it. Ran jumper from trace to Pad 1 of C3108 and it turns on no problems.
