O.K we back to business!
with battery:
PPBUS_G3H 11.5V but no display on voltmater adapter.
without battery:
PPBUS_G3H 1.5V and voltmater display on 5v.

I don't really understand what this mean.
Because you can NOT check for short with any power applied; nor even battery!

Triggering SMC_ONOFF_L get only pulse at 3V3_S5, or it stays high?
Check for pulse at all other coils (at same time).

its mean that when i connect the charger with the voltmeter adapter when the battery is connect the voltmeter is dead(no display) and when i disconnect the battery and put the charger with the voltmeter adapter its on and show 5v but no PPBUS

USB-meter going off with battery, doesn't mean charger is shorted!
You can create confusion if don't explain the symptoms correctly.
In your case, the charger get blocked, when battery is connected; we should find why.

Do you have same behaviour on all USB-C ports?
Check them in both directions.

update:
i was replaced 2 CD3215 at the same side, 20V 2A apper for few second and then back to 5v i was play again with this 2 but now 5b stable..do i need to replace to 2 others?

o.k now i get 20v 0.03a on all 4 ports, PPBUS_G3H 0v when i put new CD3215 i get ppus13v for few sec but then go down quickly to 1.5v then 0v

Remove F7000 and check C7050 voltage if steady.
I suppose a problem on some secondary power supply.
Try first to start in SMC bypass mode.

In this case, should have a problem on USB-C input, or U7000 area.
All USB ports have the same behavior?
3V3_G3H steady voltage?

Check what happens with battery and charger, both connected (F7000 still removed).
