got this new board , changed the isl , still ppbus is 16.5, pin 17/18 and pin 27/28 , 3.3ohm and 20 ohm, any idea why

this is new board, 820-2936, without battery it run perfect green light , it also run with battery , but does not charge the battery , also i if i try charging battery green light goes off and on , its show the battery parentage on the screen , but does not charge .. original isl pin 17 was...

new board 3115, no green light and no ppbus , no PP3V42_G3H_REG too i replaced U6990, PP3V42_G3H_REG is good now , still no green light ,and PPBUS_G3H=12.26v, is smc bad?

YES i tried original apple battery 2 know good one, , isl is good too , SMC some how not knowing that battery is connected , what to do!!!!
