I did some reading to figure out what I needed to swap, and it looked like I needed to change U2890. Doing so did not fix the issue, I tried with every board I pulled the CD3217 off of.

I recently had a MacBook Pro do the same thing, and it was the USB-C Controller. For your model, I believe it is the CD3217B12 IC. There should be two, and both should be replaced if that is the issue. I would check around there.
