If this helps to anyone, I had one with all LDO present in both CD3215C. I first replace U2800 and U2890, same result. I try everything and i test everything and I couldn't find anything wrong, so I replace U7000 because I have nothing else to do and I got the 20V back and 0.49 amps.

Originally was 5V 0.2 amps.

Please open new thread and post there all the readings from your board.
Same symptom doesn't always have the same cause...
