The board is pretty much clean, however, won't turn on.
Here is some measurements:

Without LIO FLEX:
PM_BATLOW_L = 3.3V
PM_PWRBTN_L = 3.4V
PCH_DSWVRMEN = 3.22V
PM_DSW_PWRGD =3.31V


SMC_ONOFF_L Trigged:
PM_PWRBTN_L = 3.4V Dropped!

PM_SLP_S3_L = 0V no Pulsing
PM_SLP_S4_L = 0V no Pulsing

BYPASS SMC and nothing happen

PPBUS_G3H = 8.6
PP3V3_SUS = 3.3V
PP3V3_S3 = 0V
PP5V_S5 = 5V
PM_DSW_PWRGD = 3.4V
SMC_S5_PWRGD_VIN = 3.37V

No Short to ground.

Any hint?

Looks like the problem is on PCH side; check for pulse at PM_SLP_S5_L too.
Post PM_RSMRST_L and all RTC signals

PM_SLP_S5_L = 0V no Pulsing
PM_RSMRST_L = 3.2V
PPVRTC_G3H = 3.3V

RTC_RESET_L = 3.3V
PCH_SRTCRST_L = 3.3V
PCH_INTRUDER_L = 3.0V

When i pulled the R1931 I got back all the missing rails, however, i dont have CPU_VCCST_PWRGD.
When i put back the R1931 the board going back to NO pp5v_s4rs3.
I do have PP1V05_S0 Present (without R1931).

I replaced U1930 already. I thought that was the issue.

I pulled the U1930 and keep the R1931 nothing happen.
J1800 area is clean. The board is pretty much super clean, actually.
No make much sense to me right now....

Looks like the problem is on PCH side; check for pulse at PM_SLP_S5_L too.
Post PM_RSMRST_L and all RTC signals

Did you check the last post?

R1931 is the pull-up resistor for CPU_VCCST_PWRGD.
1V05_S0 is also required.
Do you get 1V05_S0 without U1930?

I'm not sure how to interpret that...
Do you get 1V05_S0 without U1930, but only if R1931 is removed at same time?
What happens soldering R1931 and removing U1930?

I do have all the missing rails without R1931 , However, the rail is missing is CPU_VCCST_PWRGD.

Without R1931:
Pin 1 1V05_S0 - Present
Pin 2 CPU_VCCST_PWRGD - Not Present
PM_SLP_S3_L - Present
PM_SLP_S4_L - Present

With R1931:
Pin 1 1V05_S0 - Not Present
Pin 2 CPU_VCCST_PWRGD - Not Present
PM_SLP_S3_L - Not Present
PM_SLP_S4_L - Not Present

With U1930 Without R1931:
Pin 1 1V05_S0 - Not Present
Pin 2 CPU_VCCST_PWRGD - Not Present

Without U1930 and R1931:
Pin 1 1V05_S0 - Present
Pin 2 CPU_VCCST_PWRGD - Not Present
PM_SLP_S3_L - Present
PM_SLP_S4_L - Present

With U1930+R1931 board is most likely power cycling. Check the signals with oscilloscope in these cases (multimeter is probably too slow to catch it). Power cycling is usually caused by damage on J6100, U6100, SPI traces or resistors… can also be other things like U1950.
