820-00165 CPU temp while upgrading

I have a fully working Early 2015 820-00165 running MAC OS high Sierra

When I boot from my USB installer drive in an attempt to upgrade to Catalina I have noted that the CPU gets hot
Fan spinning but this CPU is hot

The install does not appear to be hanging but I started to get alarmed at how how this CPU was getting during an install so I just have not done the upgrade (completed the install/upgrade of Catalina)

Just to be safe I took informaticos advice and made sure that I have a full BIOS backup to my MEDUSA (and file on my PC) before doing this.

Is this normal behavior?
Honestly I have never put my thumb on the CPU during up an install/upgrade in the past so this may be totally normal behavior but I needed an opinion.

The system passes the onboard diagnostics completely.

Run HWMonitor and check CPU temps in normal use, or playing YouTube.

I never did such "touching test" on the install process.
Could be problem with thermal paste, heatpipe, or just normal behaviour.

They can easily go past 90°C under load so burning your finger on the heatpipe isn't suprising. CPU will throttle down at 105°C to try to keep temperature below that point, and platform will shutdown if temperature keeps rising.
