You've posted lot of information, but many confussions.
Also noted wrong assumption; suposing 18.5V means the voltage expected by you from charger.
Charger voltage depends by its type; is marked on it.

Please, stop to post SUPPOSED voltages; we need accurate information.
Seems that you get 3v3_S5/SUS but no other voltages; confirm if correct.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

The voltages where I put 'ok' match the voltages listed for that power rail in the schematic. Where I have written 'not ok' I have listed the voltage that was taken as it doesn't match the voltage on the schematic.

I have shorted R5115 with tweezers and saw the voltage temporally drop at PM_PWRBTN_L . I did see fan spin for a moment too, which then stopped. If I repeat this process again I don't appear to be getting fan spin again. The voltage still drops and returns to normal though as before.

Check for pulse at both PM_SLP_S4/3_L at same time.

As you get fan spin, means 5V_S0 comes on (on that moment).
Check for pulse at all big coils; also at ALL_SYS_PWRGD.

Ok so both PM_SLP_S4/3_L pulse when triggered.
L7320 - CPUVR_PHASE2 - triggered
L7310 - CPUVR_PHASE1 - triggered
L7630 - P1V05S0_LL - triggered
L7430 - P1V05S0_LL - triggered
L7560 - P3V3_S5_REG_L - has voltage (no change)
L7130 - CHGR_PHASE - has voltage (no change)
L3095 - PPVIN_S4SW_TBTBST_FET - did not trigger
L7701 - PPVIN_S0SW_LCDBKLT - did not trigger
ALL_SYS_PWRGD - triggered
ALL_SYS_PWRGD_R - did not trigger

Do you mean pulse detected by "triggered"?
If yes, check now for pulse at pins 7 & 3 of U1950.

Try to start in SMC bypass mode also.

pulse detected at pins 7 & 3 of U1950. If I start in SMC bypass mode, when I press the power button the fan spin for 1 second then stop. Then if I press the power button again they spin and then stop.

Do you know how to start in SMC bypass for sure?
Looks like tried incorrect way.
Board should start (or try at least), when release power button, not pressing.

Yes hold the power button and plug in the charger. Nothing happens when I do this. If I then let go of the power button after this and start pressing it, the fan then spins for one second each time I press it.

Iv just tried a second time, I put my finger on the power button and then plugged in the charger. I kept holding the power button for ten seconds. Nothing at all happened. I then took my finger off the power button and the fan started spinning for a second, stopped for a second, then started for another second and then did nothing else.

I'll check the PLT line in a second.

Which areas have been affected by liquid?

Check all SPI Bus Series Termination resistors and their traces.
Clean J6100; you may need to remove it, if corroded.

Iv had a look and j6100 is clean and has no corrosion at all. Iv had a look on the schemetic and see lots of references to spi, but not sure what you mean by the SPI Bus Series Termination resistors ?.

Ok I have tested all resistors and traces and all testing good.

As you've mentioned corrosion under PCH/CPU area, check all voltages from page 11.
Be sure all resistors and small coils are good.
Use the capacitors as test points.
