Get an USB 3.1 stick (64-128GB) and install macOS (e.g. Mojave) on it; use another good working macOS.
Install there any test software you need.
Then boot the problematic machine with it.

Removed the board and checked PP3V0_G3H_AVREF_SMC it is 0.143V
We are now close to solve it.
Check diode mode to ground first.
If good, change U5165.

Excellent, issue fixed ... It was not U5165 ,but one of the 10uF decoupling capacitor what was bad. You guys are simply awesome...
