Looks like poltergeist.
If you lost 20V on USB-C port after touching the board, could be an induced problem.

Missing 1V1 LDO now, points to U3100/200, U2800/90, or something on their area.

o.k finally i was get to f...20v! but....its on just without battery (but falling at 60% load) with battery PPBUS_G3H 0.4V AND show 20v 0.3A ant not turn on.

the same....work just without battery apple logo 70% loading and then shout of and then turn on to the massage "your computer restarted because of a problem. press a key or wait......"

Gets stuck in progress bar w/ and w/o battery?
Did you try with known good working battery?

Test it booting USB macOS.
Also test starting in safe mode and SMC bypass too.

Moment of history ? The Mac was work fine just no keyboard and trackpad.
After all 5v stuff and back to 20v...With battery it’s dead and PPBUS_3GH 0.4v(also try good know battery but the same) it’s turn on just with charger alone(no battery)! Apple logo with loading bar, stuck at 70% and turn off. I was tried different ssd but the same.
Will try Safe mode and update. But the battery thing is wired.

update:
just charger no battery work with safe mode(not all the time)
i was put new battery new its look good(20v 2A) but when i connect the charger to turn it on i just hear the charging sound and dead...

No, just battery not connected...but now when i put the battery "data" cable the charger is 5v pulsing...i thinks there is something at the battery line...

Shouldn't be USB-C issue, as the input power switches to 20V correctly.

I suspect more for a SMC sensor issue.
But you've said didnt' start in SMC bypass mode, very strange...

BTW, once battery and charger are both removed, SMC reset is done; no need to do it through keyboard.
But is not the same as starting in SMC bypass mode!

update: i was finely get good u3200/3100 ic's...put them and now i get 20v but 0.03A
and ppbus_g3h is short(0.02) i was try to find what getting hot but nothing. how can i find from where is the short?

How did you try, injecting voltage into PPBUS_G3H???

Compare exact ohm resistance (not diode mode) with all coils.
