How do you get 5V without power on the chip???
Please post accurate information.

Use surrounding components as test points.
Avoid any possibly problem checking directly on the chip pins.

I dont know
U6903:
1. P3V3G3H_VBST - 5V
2. PPVIN_G3H_P3V3G3H 0V (C6906)
3. P3V3G3H_LX 0V (L6900)
5,7. P3V3G3H_AGND 0V (C6910) full short dido mode 001
8. P3V3G3H_BIAS 0V (U6910)
9. P3V3G3H_FB 0V (R6910/11)
10. PM_EN_P3V3_G3H 0v (dot near)

"5,7. P3V3G3H_AGND 0V (C6910) full short dido mode 001"
Really measured there???
What did you expect to get on grounded pins?

Check R6902 and post D6902 voltages.

I was just mixed between PPVIN_G3H_P3V3G3H to P3V3G3H_VBST.
so..
1. P3V3G3H_VBST 0v
2. PPVIN_G3H_P3V3G3H 5v

"P_IN - what is that?"
PDF search shows it in my schematic; a bit above AUX_DET (B5 ball).
If is good, then change U7000.
