820-01521-A no 20v Just 5v LDO's are present

I need to gain some understanding of how the CD3215's switch to 20v. Is the processor involved?
My LDO's are present. 3v3 is good. No signs of physical damage or h2o The CD3215's do appear to be working as I move one to the other. Slight glow in thermal no shorts detected.

T2 is involved, not CPU.
Tried T2 DFU recovery?

The T2 could keep the machine stuck at 5v? Wouldn't it have to be at 20V before I could do anything such as T2 recovery
should there be activity on the IC2 data lines?

PPBUS_G3H MUST appear first.
5V at R7020 is good enough for U7000, to start working.

Check if all SLPS2R and AWAKE signals are present.
If yes, try DFU...
