Broken trace to U3100 corresponding pads.
That seems to be; the lines where you get OL, different that other port.
Do you get 1V1 LDO on both chips now?
Both ports switch to 20V now?
Did you check what happens, if battery is connected?

Check all traces for Q/U3100 and adjacent components.
Test all resistors related with U3100/200.
Test all resistors related with U3100/200.
Just in case, change the USB redriver chip, U3000.
