Clean board I get 20V on charger and 12.6V on PPBUS, here are some more measurements:

PPBUS_G3H = 12.63V
PP3v3_G3H = 3.4V
PP1V8_SLPS2R = 1.8V
PP1V8_AWAKE = 1.8V
PP1V1_SLPS2R = 1.1V
PP0V8_SLPS2R = 0.79V
PP3V3_AWAKE = 3.4V
PP1V2_AWAKE = 1.19V
PMU_PVDDMAIN_EN = 3.3V
P3V3MAIN_PGOOD = 3.26V
PP3V3_G3H_RTC = 3.0V
PCH_RTC_RESET_L = 3.0V
P5VG3S_EN = 1.8 V
PP5V_G3S = 5.4V

PP3V3_S5 = 0v

I also tried restoring T2 on both Catalina and Big Sur and got error 9 something....

As you get all SLPS2R and AWAKE voltages, machine should enter into DFU.
Check SSD voltages too.

Inspect audio board for liquid sign, on both sides.

Board does enter DFU, but fails to restore/revive in both Catalina and Big Sur
Audio board is clean and flex too.

PP2V7_NAND = 2.5V
PP1V8_SSD = 1.8V
PP0V9_SSD = 0.9V
SSD0_RESET_L = 1.8V

There could be a problem with T2 then.
Did you check for short on all big coils?
No pulse at all on 3V3_S5, when trigger PMU_ONOFF_L?

No shorts on any of the bog coils.

PMU_ONOFF_L is 12.6V how do I trigger it, sorry for the novice question.

PMU_ONOFF_L should not be 12.6v!!!!!! You are measuring wrong, or you have a very bad problem somewhere.

I can reball T2 no problem, but if that doesn't solve the issue can the T2 chip be replaced from a donor board?
