so both of the port, usb 3 doesnt work ( external hard drive for example ), but there's power as the hard drive is spinning.
usb 2 device like mouse and keyboard work.
charging is fine on both port too.
used known good charging port, same story.

diode mode on usb3 line
r3012 : 0.363, both side
r3013 : 0.363, both side
c3010 : 0.700 and O.L
c3011 : 0.700 and O.L

any idea ?

You should check diode mode on the corresponding lines of J3300.
S-UEM2 is a very useful tool in this case; check it on Aliexpress.

all the diode value is ok, compared to known good board..
maybe u2800/u2900 or the cd3217 itself ?

All them are involved in the USB 3 communication.
There is no USB-C redriver chip, like in older models.

Did you test both USB-C ports, in both ways connection?
You have 4 possibilities to connect an USB device to the machine.
