I tried to replace all cd3217 with a good board but now all the usbc ports turn on and off, before only UG400 did it, 3V8 AON IN DIODE MODE AND 0.160 LDO OBVIOUSLY TURN ON AND OFF

Did you respect the position in the board for CD3217 chips?
Compare diode mode readings on their LDOs with good board.

Yes I put them in the same position I compared the readings ldo the diode mode with a working card and it's regular, I even reassembled the replaced cd3217 on another card and it works normally

Check for knocked off, or other damage caused in the replacement process.

I brought everything back to the initial situation, they were UF015 and UF115 which were not in good condition, then I replaced UG260 taken from the donor board and now the USBC port relating to UG400 is stable on 5v and 0.003 PPBUS and at 1.5 and I don't have the 3v8 AON

Remove F5200/1 and check C5250 voltage.

while from while from UF400/500 I get 12.25,
on UG400 I get PP3v3_UPC2_LDO PP1v5_UPC2_LDO_core

On C5250 I have no voltage, this only if powered by the relative USB port UG400,
Instead if I feed from the USB port related to UF400/500 I get 12.25 on C5250.
On UG400 I have the following situation: PP3v3_UPC2_LDO 3.4v PP1v5_UPC2_LDO_core 1.5v
PPVBUS_USBC2 5v
PPDCIN_aon 0v

So you have a problem related with UG400 port.
First be sure FG200 is good.
Be sure all adjacent resistors are good.
Compare diode mode readings around UG400 with UF400/500.

So, after checking all the resistors around UG400, I found RG012 at 74k instead of 100, I replaced the resistor and now I get PPDCIN, trying to put F5201 and F5200 back together by connecting MAGSAFE on usbc related to UG400, it goes into continuous on off, PP3v8_AON turns on and off, same behavior with PPBUS_AON, while the other ports, stable 5v 0.005, and PP3V8_AON 0v and PPBUS_AON starts from 2V and goes down to 1.5v, and no PPDCIN. Now however by disconnecting F5200/1 I get on C5250 12.25v, behavior identical to the other usbc ports.

Check all big coils in diode mode to ground.
Also check the ones corresponding to U8100 & U7700.
