820-2849 fans run at full speed when the battery is attached

the efi and OS diagnostics both passed. the only strange thing that i notice is that chgr_bgate is 0.9v and it charges really slow. u7000 has been replaced several times and q6910 was replaced

chgr_bgate is 8.3v when there is no battery and .9v with a battery. the fan runs normal without battery attached and it runs full speed with a battery

chgr_bgate_r is 8.3v with the battery disconnected and 0.9v with the battery connected
chgr_ovp_a is 0v with or without the battery
today i replaced the smc and the fan ramps up and is still loud with the battery attached
it still passes the diagnostics

Exact PPBUS_G3H voltage w/ and w/o battery connected?

Test the machine disconnecting BIL (J6995), with battery.

BTW, did you test with known good battery?

today i installed a new battery and the fan still ramps to the max speed but if the battery isn't connected then they run normal speed

Check current and voltage sensors, at pages 50/51; especially DCIN and BMON current.
Be sure R7050/51/52 and their traces are good.
