If ACIN went high removeing C7011, ISL6259 was not the culprit.

"I have 4v at the voltage divider. I tried without c7011 it gave me 16v at pin3"
This is very confuse.
You can only get 16V there if R7011 is open, or not soldered.
C7011 is not involved in voltage level; can only short to ground if bad.

I?m sorry for the confusion its me. I fixed some corrosion on the edge of the board that I hadn?t seen. I have a solid green light on MagSafe and I believe that isl is pulling chrg_agate high to 15v because it might be seeing some over current at chrg_csip and chrg_csip.I noticed that at the mosfet upper mosfet by isl I have a weird fluctuation. So I removed f7040 put my power supply on 12v and placed it on pin 2 of f7040 so that should now rule out anything on isl as being an issue am I right? If not. I have still divided the system in half and know the issue is after pin2 on f7040

What voltage do you get at pin 1/F7040 when fuse removed?

Why did you inject voltage before measuring diode mode to ground???
Post that value now on pin 2/F7040.

With f7040 removed charger connected

Pin 1 voltage 2.7v
pin 1 diode mode .509v to ground (red probe on ground )
pin 2 0v
pin 2 diode mode .549v

Solder proper capacitor; pick it from scrap board.

Change ISL6259 again.
Worth to resolder the original chip.
Be sure to have all surrounding components in place.
