Run ASD and see if any error pops up.
Or install HWMonitor and check temperatures.
You can also try another BIOS file; no ME issue possible, as it is not iCore machine.

Please post accurate information.
You said in the first post "fan spin high after a few second i turn it on"...

In fact, look like your board bots.
"l7400 dropped from 1.1v to 0.9v"
So use USB mouse, or better USB OSX pendrive with Link LED, to confirm (or not) USB activity.
Also fan goes high, if trackpad board, or cable is bad!

USB mouse can trick you, always better to check the other mentioned way.
Check at least if USB mouse gets steady light when you disconnect/reconnect it, on both ports.

Do you get external video?
Nothing on internal LCD, missing image and backlight too?

so the board suddenly start normally, tested all function, its normal.
is there any componen intermittently working ? is there anything I should check?

History : the customer came 1 week ago with his own charging port and battery, requesting us to install it for him, and then a few days later his macbook got trouble like I mentioned above

I doubt you can diagnose a good working machine...

Run ASD, just in case; probably no errors, if machine works good now.
You can also test it with different chargers.
