820-3209-a Chime, then fan start going max, no image

Hi, I have a 820-3209a, when I turn it on, I hear a chime, but there's no image, and then the fan start going full speed, must I check all the power rail ? or it is a known common problem ?

fyi, the cpu does generate a bit of warm, I cannot do pram ( it doesnt chime for the second time , but i can reset smc ), there's usb activity ( the light on mouse is present )

Try to confirm USB activity with OSX pendrive.
If Link LED flashes, there is activity for sure.
Also test for external video.

Missing image and backlight at same time?
Test the board alone, without LIO flex connected.
