I have a macbook air that i booted up with a mac os on a usb(no ssd) and it booted fine but there was no chime and it runs slow. I replaced the keyboard due to a sticky spill but there doesn't look to be any liquid damage on the board.
Here is a video I took of the Activity Monitor screen of the computer when I booted into the os with my usb. The video is after about 15 minutes after booting. Should the cpu % be running that high for that long

I am not sure exactly where to go next after measuring the "Chipset "VCore" Rails". Here are the measurements I received.
PPVCORE_S0_CPU - 0.84v
PPVCORE_S0_AXG - showed 0.99v for about 4-5 secs after plugging in charger then 0v afterwards.
PP1V5_S3_CPU_VCCDQ - 1.5v
PP1V05_S0_CPU_VCCPQE - 1.05v
PP1V8_S0_CPU_VCCPLL_R - 1.8v
These measurements were made with the board/fan/ioboard isolated from the rest of the computer.
