820-3209 boots but no chime/runs slow

I have a macbook air that i booted up with a mac os on a usb(no ssd) and it booted fine but there was no chime and it runs slow. I replaced the keyboard due to a sticky spill but there doesn't look to be any liquid damage on the board.

Here is a video I took of the Activity Monitor screen of the computer when I booted into the os with my usb. The video is after about 15 minutes after booting. Should the cpu % be running that high for that long

I am not sure exactly where to go next after measuring the "Chipset "VCore" Rails". Here are the measurements I received.

PPVCORE_S0_CPU - 0.84v
PPVCORE_S0_AXG - showed 0.99v for about 4-5 secs after plugging in charger then 0v afterwards.
PP1V5_S3_CPU_VCCDQ - 1.5v
PP1V05_S0_CPU_VCCPQE - 1.05v
PP1V8_S0_CPU_VCCPLL_R - 1.8v

These measurements were made with the board/fan/ioboard isolated from the rest of the computer.

These are the voltages for U6100 (SPI ROM)
Pin 1 - 3.33v
Pin 2 - 3.33v
Pin 3 - 3.33v
Pin 4 - 0v
Pin 5 - 0v
Pin 6 - 0v
Pin 7 - 3.3v
Pin 8 - 3.33v

Thanks a lot man.
I would always test it without the battery installed because I was lazy and didn't want to keep taking it out.
Now that I plug the battery in the cpu is running at less than 1% and works perfectly. I never knew that would cause the cpu to run higher?

Do you know why is that the battery would put less load on the cpu?
 
Im not sure why but after 2013 and later build machine SMC talking with battery if its not meet request or its cant talk create this problem.

run asd and see if there is a sensor issue. has the bios ever been flashed/chip changed/screwed with?

This is a 2012 so I had to do apple hardware test. The computer doesn't run slow anymore since I plugged the battery in but it still doesnt chime. Should I worry that it doesn't chime or is that an issue I should fix now.

Thanks duke. I made another silly mistake. I only had the right speaker plugged in thinking that the chime would sound from either speaker. Issue solved.
