I doubt, but you can change and try.
You should check basic signals for power on sequence.
Any reaction pressing power button?
 
Are they the signals from post #3?

Only the intel chipset lightly warms up, then about 30 seconds or so later the power light goes from nothing to solid red. They are the only two reactions it does.

Please, do not quote an entire post visible few centimeters above.

Pin 115/KBC should have 3V before pressing power button.
If not, desolder UH5 and try to start again.

Pin 114 must drop to 0V when power button is pressed.

Pin 114 has 3V before and after powering on, so it does NOT drop to 0V after pressing the power button, if I hold the power button down then it drops to 0V only while holding it down.

Correct, it must drop ONLY when the button is pressed.
And other reactions must be checked at same time.

You can try new KBC, just in case.

Let's check some basic things for KBC again.
Post levels at pins 67, 124, 125, 37, 100, 106, 107, 110, 115.
Also check AC_PRESENT and +3V_PCH_DSW.

Trigger ON/OFFBTN# and check for drop pulse at PBTN_OUT# at same time.

I'm not sure of the exact power sequence requirements but I think at this point PM_SLP_SUS# should be coming up. What's the resistance to ground on this line?
