The other port stuck on 5V input?
Probably bad CD3215 chip.
Compare diode mode readings on power rails of both chips.

On F3000 i get 20v and on F3010 i only have 5v...

Also C6424 and C6404 are shorted on PPBUS_G3H_SPKRL...

Lot of caps connected to PPBUS_G3H.
Did you remove these two and find them shorted out of board?
Post exact resistance to ground (ohm mode) at PPBUS_G3H and all big coils.

Also seems to have problem with U3200, or its area.

I asked about PPBUS_G3H; diode mode, not ohm scale.
If is really low value, or short; then use ohm scale.

48.8 ohms on L7430 ... and PPBUS_G3H_SPKRL also a lot of caps touching the ground :D

Also when plugged in on U3100 on F3000 i have 30V and on U3200 6.8v

"48.8 ohms on L7430"
I repeat
"I asked about PPBUS_G3H; diode mode"

"PPBUS_G3H_SPKRL also a lot of caps touching the ground"
You have a fix with PPBUS_G3H_SPKRL.
Did you remove R6499 to be so sure is only there???
This is the reason for pending measurment asked above.

"on U3100 on F3000 i have 30V and on U3200 6.8v"
Change the battery of your multimeter and check again voltages.
