A cyclic reboot occurs on one of the ports. on the second hangs 5 V and 0.257-0.300 A. What to check ?

PPBUS_G3H=12.3v

U3100

PP3V3_UPC_XA_LDO=3.299v
PP1V5_UPC_XA_LDO_CORE=1.58v
PPDCIN_G3H=5v

U3200

PP3V3_UPC_XB_LDO=3.290v
PP1V5_UPC_XB_LDO_CORE=1.58v
PP3V3_G3H_RTC=3.3v

First of all, welcome to the forum!

Compare diode mode readings around CD3217 chips.
Pay atention to CC1/2 lines.

I especially mentioned CC1/2; but I expected you to check more points around CD3217 chips.
You have different behavior on the ports, so possibly one chip is bad; or some adjacent component.
If both chips give similar readings, then you need to change them.

UPC_XB_SWD_CLK=0.013
UPC_XA_SWD_CLK=0.538

SPARE_UPC_XA_USB3_RP=0.682
SPARE_UPC_XB_USB3_RP=0.011

USBC_XB_SBU2=0.012
USBC_XA_SBU2=0.700

Thanks to your parting words, I understand that the U3200 chip (CD3217) needs to be replaced?

After replacing the SD3217, the MacBook runs on battery power but the USB-C ports do not work. If you disconnect the battery, one port is cyclically overloaded. I'll attach a video of the ports

The fact is that the CD3217 chips were transferred from a fully working donor board and I moved the top chip to the top and the bottom chip to the bottom. that is, I changed them one by one and could not confuse them because I knew that they could not be confused. The U7000 chip was also transferred from the donor board, but for some reason it still didn’t work and the ports behave differently. When connecting the J6951 cable from the battery, the second port does not work at all. Tell me what to do next?

I also noticed that the voltage when the voltage is applied is PP3V3_G3H = 3.3V and then drops to 3.24V

Compare diode mode readings on different points between both channels; around CD3217 chips and J3300.

Try changing U2890 too.

After replacing the u2890 everything worked as it should. All USB ports work and the MacBook is charging. I went to Internet recovery and erased the disk, but I can’t install the system back. The installation begins and after a while it suddenly turns off. Through DFU, the installation of the system also reaches 50% and it turns off and does not allow the system to install.

Try to install anothger macOS version.
Start with Option + Command + R; will offer you the latest macOS compatible with your machine.
Command + R will allow you to install the last macOS version used on it.
Shift + Option + Command + R will reinstall original macOS which came with the machine.

There is a problem with the touchbar; it flashes green and turns off, this prevented me from installing the system. After turning off the touchbar, the system was installed and everything works except the touchbar! Is this a problem with the touch bar or could there be some other problem?

I installed the a2338 in the case and the touchbar works on it! The problem is in the touchbar!

there is an unknown problem! Sometimes when you open the display lid, the keyboard backlight turns on but the display does not turn on! Also, every time you reboot, a message appears that the MacBook shut down incorrectly. Resetting SMC and PRAM did not help.
