Macbook Air does not turn on till you disconnect and reconnect battery

hey all ,
my first post , hope i do this right.
i have a macbook air that works fine as long as its running. once its shut down you cannot restart it till you disconnect battery and reconnect it again.
i have checked with new/other batteries , same issue.
any ideas where to start looking.

First of all, welcome to the forum!

Looks like machine needs SMC reset; is what happened when you remove charger and battery.

Same thing happened if you test without battery?
Do not disconnect charger, just test if you can turn it on with power button, once got it off.

Confirmed it's not just power button issue caused by keyboard/touchpad?
