You have a problem with SMC_RESET_L; it should be steady 3.3V.
Remove R7000 and check it again.
If still bad, remove (clean at least) J6100.
Be sure R5028 is OK; remove it and test SMC_RESET_R_L,
Ig good, then change SMC.

Are you sure only R5000 connected to pin 5 of U5010?
Check continuity from there to R7000.
R5028 is 0 ohm resistor, so may not be placed, if trace is OK.

There is continuity between r7000 and the few components connected to it.. I am still getting 2.6v on smc reset L... where is that power coming from.. I have a feeling something else is preventing it

Replaced R5000 and U5010 and now I have 3.4 on smc reset on pin 5 and R5000 but when I probe R7000 I still only get 1.6

SMC_RESET_L is generated through R5000, from 3V42.
And U5010 controls the delay time required by reset function.

Do you mean SMC_RESET_L drops to 1.6V when solder R7000?
Change U7000 then.
Which pin of R7000 has 1.6V?

Never mind spoke too soon... computer keeps restarting.. I get log in screen sometimes but it goes half way and gets stuck
