I don't understand what you are saying about CHGR_CSO_R_N, CHGR_CSO_P_N, but if there is a 0 ohm short to ground on F7140, time to remove F7140 and see which side the short circuit is on. If it is on pin 2, something is wrong with the system side, if it is on pin 1, something is wrong with the ISL6259 side. If the issue is on the system side I would begin by checking resistance between pin 2 of F7140 and the CPU coils, PP3V3_S5 coils, PP5V_S4 coil, and so on, and if no short is present there then inject 1v to see what gets hot and find the short.
I don't get your logic. You say this was not water damaged so why check U6100?
If this really "just" happened it would have been because of a garbage Chinese charger and 3V42 spiking or something. An issue with PPVRTC/clock chip is more likely then.
