It's not stable, it goes from 1.6v and drops to .900v, then back to 1.6v, then just continues this same cycle.

So you have roblems on U5200 area.
Maybe some traces, solders, or components around it.
You may have problems with Q5230-33/40.

I took up all the capacitors for PPVBAT_AON_CHGR_REG, and I also cleaned up Q5240. Now I have a consistent 5.1v at C5250.
I however still get nothing @ R5330. The power is not stepping up.
P3V8AON_PWR_EN is 0v.
R5150 I get 1.9v.
SYS_DETECT is 0v.
I did have to remove J5150 because it broke off.

5V at C5250 can be caused by shorted MOSFETs.

Yes, I am not finding any kind of short. I took the following measurement for voltage.
R5700 no voltage
c5702 no voltage
r5711 no voltage
r5712 no voltage
P3V8AON_VSENSE no voltage
PPVIN_P3V8AON yes voltage 5.259
Looks like voltage is going in to U5700.
