Tested all Caps for shorts and all resistors for correct resistance on the PP3V_S5 Rail and all are good if that helps.

Using Original 85w charger
PM_BAT_LOW_L = 0.008V
PM_BAT_LOW_L = 0.008V
PCH will not start then.
SMC_PM_G2_EN is low?
Check for corrosion around SMC.
Pay atention to L4901, R4902, Y/R/C5010, C5011.
Check voltage for 1V2_S5_SMC and the 4 SMC_TXX lines.

Did a reading on U7200 after looking though forum. Not sure if this will help.
Pins 1-12 = 0.0v
Pin 16 = 12.42v
Just one more note. At some point during this repair the green light went on and then I saw smoke from R6990. I replaced bad caps and R6990 and everything else you helped me with. Not sure if that would burn out a trace but just thought I'd mention it.

0.60v @ U7941
No corrosion around SMC or anywhere on board.
L4901 = 3.4V
C5011 = -0.030 this reading just changed to 0.0v
Y5010 PIN 1 = 0.303V PINS 2-4 = 0.0V
R4902 PIN 1 = 3.42V PIN 2 = 3.16V
R5010 = -0.035 this reading just changed to 0.0v
1V2_S5_SMC = 1.212v

You should test first if machine works...
