Hi, I get 0V on the test pad, that comes out the PCH, as well on the Q5510. Can I assume the the PCH is bad and give up on it?
Must be sure all signals expected by PCH are good first.
Check again PM_BATLOW_L, PM_DSW_PWRGD, PCH_DSWVRMEN and the 4 RTC signals.

PM_BATLOW_L = 3.3
PM_DSW_PWRGD = 3.4
PCH_DSWVRMEN = 3.2
RTC SIGNALS:
PCH_INTRUDER_L = 3
PCH_INTVRMEN = 3.2
PCH_SRTCRST_L = 3.3
RTC_RESET_L = 3.3
PM_DSW_PWRGD = 3.4
PCH_DSWVRMEN = 3.2

Apart of heating PCH, I don't see other option...
