I don't know if i'm doing something wrong.

PM_SLP_S5_L is permanently 0v while shorting both SMC_ONOFF_L and PM_PWRBTN_L to ground.

SMC must send drop pulse to PCH, when trigger SMC_ONOFF_L.
If you detect such drop pulse (PM_PWRBTN_L), then the problem is on PCH side.

PM_PWRBTN_L starts at 3.31v drops immediately to 0.34v then back to 3.31v
PM_SLP_S5_L starts at 0v and does not change after trigger.

Do you have all PCH's RTC signals?

If not, the problem is PCH related.
Be sure PM_RSMRST_L is steady high.
