I asked if turns on without LIO flex in normal mode...
Post exact resistance between pins 27/28 of U7100.
Trigger SMC_ONOFF_L and check for reaction (drop pulse) at PM_PWRBTN_L.
PM_BATLOW_L is high for sure?
Do NOT start the board in SMC bypass again, need to find the problem.
Trigger SMC_ONOFF_L and check for reaction (drop pulse) at PM_PWRBTN_L.

Check again with LIO flex connected.
If doesn't start again, try known good LIO flex and board.
Also inspect LIO connector pins on MLB, under microscope.
