Did you check if any other CD3215 chip gets corresponding 1V1 LDO, when connect charger on its port?

All the other ones are giving me 0.000 only UB400 Giving me the correct 1V1
Then you have a problem on USB-C areas related with the other chips.
Compare diode mode readings around these with UB400.
I hope UB400 doesn't get 1V1 LDO when you connect charger to another port...

That Macbook got wet very badly , It seems to be a layer issue, cause i can feel when i place the probe to run test around the area of U3200 if i press the area, around feels like a sponge like its bouncing back and forth , I think that i will just hand it back to the customer. I have fixed a good bit of those with that same issue and never had to face that kinda issue before .
